In my opinion based on my experience with it, yes but missing Bump map and few other plug-ins. Has many more transitions to choose from and text handling is more flexible. Generally it is more flexible but fussier on hardware requirements. Taken any 'minimum requirements' to mean to run at all. Try to exceed all requirements for a better experience.
