Assuming you are now running the current version, X10, aka version 16.0.2.306, have you checked the various options under Help, especially "Install extra content" and/or "Activate content packs"?
In the previous version (X8) when I selected the hidden content in the "extra content window" I would see the mainconcept codec as I already have this installed.
What do you see if you go to Help>Install extra content and untick the highlighted box? As you can see, on my computer, with the box unticked, it shows the MC codec as installed; when that box is ticked the mention of the codec disappears.
There is no tick box to select "hide installed content" in X10.
But that screenshot was taken in X10, exact version 16.0.2.306, the latest. Which version do you have?
I wonder whether the absence for you of that box is because there is, for you, no "installed content" to hide? You say it shows the "packages you can install"; what, exactly, is listed there? Perhaps the MC codec (though that would be too easy!)?

I agree, especially since the codec, once installed in a 64 bit version of VPX, should be available to any subsequent 64 bit version of the program, I think.
I think you may need to contact Customer Service about this. Don't try and ask Technical Support or you may only have the option to buy a support ticket, since your version is clearly more than 12 months old.
One other thought: if you go to File>Settings>Program (shortcut Y)>Import/Export tab, what options, if any, do you have in the box I have highlighted below?

Not certain, but I think the purchased MC codec licence is version specific since things went 64bit with MEP / VPX. The trick is to install a 32bit version of the editor, where the codec was perpetual and it then gets to be available in any subsequent 64bit version.
One other thought: if you go to File>Settings>Program (shortcut Y)>Import/Export tab, what options, if any, do you have in the box I have highlighted below?

I don't have that subpanel called "codecs." Only the 2 on the left are present.
. . . . . In regards to the default codec it is set to VBR when exporting to MP4. No way to change it to something else . . . .
The 'something else' option is Constant Bitrate (CBR)
Switching an export to Constant Bitrate has a few disadvantages:
potential deterioration in video quality
the assigned bitrate may not be capable of holding all the required data for detail/movement resulting in 'blockiness' of the video - this is where VBR is more flexible - the bitrate is increased when needed for detail/movement and decreased for those parts that are relatively static.
will result in a bigger file size
may reduce the playability of the resulting file or DVD/BD discs if the CBR is set too high.
