Yes it can but please make sure that the computer used meets and preferably exceeds all of the minimum required specs for the program to run or smoothly or you may find yourself having problems further down the line. I would strongly recommend an Intel processor with Intel HD graphics 520 or higher and a minimum of 16GB of ram. Also a newer nvidia card that has NVENC capability and 4GB of vram. Also although Ryzen is listed as being supported, in my personal opinion, so far users are still better off at present with an Intel based pc for use with Movie Edit Pro. I would also add that having more than one drive to work from would be preferable.

To add to @CubeAce comment, recording both the web cam and screen depends on whether the webcam picture is also on the screen or not - if it is then MEP will be able to capture both.
However, if you mean recording the screen and webcam as 2 separate inputs it cannot do this.
For recording both sources at the same time you need a program such as OBS which is popular for screen recording software. There are many tutorials on how to set it up for simultaneous web cam/screen recording on Youtube.
However, if you decide to you OBS there is an issue with audio synchronisation, as discussed here, it if not set up correctly, see this solution (in the same topic) about how to avoid this issue with OBS recordings.
Personally I use the desktop (PC) version Screencast-o-Matic for screen capture (paid for), see here. This also has the capability of recording both screen and web cam simultaneously and have no issues with the video recording and MEP.
Note if you have dual monitors it is best to only record one of them.

I have seen another member mention that he launches MEP twice to record MEP tutorials.....I guess this could capture the preview from the webcam in the recording window?
Thanks everyone for your input. I have been using MEP for quite some time now, but have only used it to do simple video editing and video slideshows. I teach Biology and want to be able to make instructional videos for my students (especially if we go to virtual learning). I just made several with OBS this week and edited with MEB 17. I like capturing the screen and having my face in the corner so that my students can see me (borrowing the effect from Paul Andersen from Bozeman Science). I really appreciate your input. I like working with MEP and was hoping that I could capture both the Screen and webcam at the same time (2 separate inputs). I will take a look at Screencast-o-Matic for sure, and look into upgrading my computer or upgrading to a new one. Thanks Again!!
If you are running MEP 17? with no problem I would stick with that if using OBS.
Most complaints about Movie Edit Pro working with OBS Studio have come about in the last couple of versions using the newer Infusion engine.
If what you have works for now there is little point in upgrading to a newer version that requires you to update your pc and possibly alter how you do things.
I've not used the program John has suggested but it may work for you with no need to upgrade components.
I assume you mean MEP 17, however this version is very old (2010) is that what you actually mean or are you referring to MEP 2017 or MEP v17.x.x.x. (2018)

Free Debut from NHC can capture screen and webcam simultaneously, but only one file is created.
MultiCam Capture from Corel (link is to the Canadian Microsoft site), allows simultaneous multiple cameras and screen capture and creates separate files for each. I have the lite version. Here are details from the Pinnacle site. Strangely, I don't see it offered separately by Corel, only by MS. Caveat, the files open in MEP/VPX but without audio. They have to be run through Handbrake, unless someone has a solution to my post about this problem.
Comments about doing screen and webcam recording simultaneously
I am not in favour of it, but then, that's just me. I find the little image of the narrator distracting from main show and of little added value. If the narrator wants to make a point without needing an illustration on the screen, then he (or she) can be full-screen.
The real hard part comes in trying to show a smoothly flowing tutorial whilst speaking and not messing it up. I script my tutorials and manage to get a sentence or two of audio recording without making an error of some kind. I often have multiple takes before getting it right. Then I have to edit the video content to go along with my voice. Try reading a script without making it sound like you're reading and making things happen on the screen at the same time. Oops, wrong button. Hmmm, that didn't work. Now where is that file? Grimace! A lot of editing is required.
I watched a couple of the Paul Andersen (Bozeman Science) videos. Very good! There are a couple about how he he makes his screencasts and tutorials that are well worth watching. Thanks for mentioning him.
