What necessitated the reinstall? I ask, because I wonder whether any previous installation was not fully removed and hence is "interfering" with the reinstalled version? If so, you should follow the advice in this tutorial and very carefully remove all traces of the old installation and then attempt the reinstall.
Giving us your computer specification, the video format and resolution, and the version of VPX you upgraded from and to - see this topic for what is required include a MediaInfo analysis of one of the source video clips.
Thanks for the interest in the problem. To provide as much background as possible...
I have been using VPX on this laptop since Feb 2019 or so. Also I am a long time user of Edit Pro on the same computer.
My hard drive starting failing and so I replaced it with a new Samsung SSD 860 Evo SATA, 1TB drive. I then had to reinstall windows 10 OS. I have been using the laptop with this new hard drive for about 2 weeks now.
On Sunday I reinstalled VPX and spent Monday downloading all the extra content. After launching VPX I tried a simple edit test, but VPX locked up every time I tried loading a video. It did not matter 1080p, 480 mpg, mp4, mp2, etc.
The same videos play on my laptop in other programs such as Windows Media player, and Windows Movie & TV, but not in VPX.

If I cannot find a fix, I will follow the tutorial you provided. Thnx!
Graphics card: Onboard, min. resolution 1280 x 1024, 512 MB VRAM and DirectX 11 support (recommended: Intel Graphics HD 520 for MPEG2/AVC/HEVC or NVIDIA GeForce 1050 for HEVC, or better)*
Hopefully, @johnebaker will come back to this thread and be able to confirm whether or not I am correct!
. . . . It did not matter 1080p, 480 mpg, mp4, mp2, etc . . . .
Do you have any 'All in one' codec packs, eg K-Lite and others, installed, if so remove them, they are not needed and are known to mess up the codec use priorities in the laptop.
I have to agree with Jeff, the HD4000 integrated graphics (iGPU) only supports hardware acceleration for mpeg-2 and AVC video codecs, all other codecs have to use the processor, which will choke on the higher resolution videos such as 720p and 1080i/1080p.
VPX should not freeze importing these files, however it will be somewhat slow - are you allowing enough time for the imports to be processed by VPX?
If you are wanting to use h.264, which is the most universal codec, for hardware acceleration then your iGPU is not capable of encoding to this format, you need a minimum of the HD4600 ie a 4th generation Intel processor
. . . . The same videos play on my laptop in other programs such as Windows Media player, and Windows Movie & TV, but not in VPX. . . .
They may, however the codecs used by them to decode the video are, AFAIK, not available to VPX for importing
I think I found, or at least circumvented, the problem.
I will list what I did just in case someone encounters same problem.
I uninstalled all Magix files and ran the Windows scan as the tutorial link below was suggested. Then reinstalled VPX. Unfortunately, it did not fix the problem. Videos would still not load or play in VPX - only locked the program. Had to keep using Task Manager to end the program.

Every time, however, that I was in task manager, I kept noticing under Magix, an .exe file kept showing up called "Bridge32_v103.exe" This got me thinking, "Maybe VPX was trying to build a bridge to my old 'MAGIX Movie Edit Pro MX Premium Download Version' that I upgraded from last February. Maybe the old program was needed for some reason to operate the new."
I reinstalled Movie Edit Pro Premium, restarted my computer and then launched VPX. It seemed to do the trick. I have attempted to playing and loading all my different video files in VPX timeline and they all seem to working now. I have not worked through an entire post-production project yet, but it looks like it is going to work.
If it does not, I will keep posting other efforts. Until then, I will consider this the fix.

That is definitely not recommended after a new install of VPX, there VPX must carry out certain operations when first run and be allowed to complete this. By killing the program you are preventing this completion - see this comment.
. . . . Bridge32_v103.exe . . . .
This is to allow the 64 bit program to access 32 bit features from earlier versions as you have found out. It also enables the use of other 32 bit functions from 3rd parties.
Did you install MEP before re-installing VPX and then remove MEP?
