The download may get blocked by your firewall or antivirus. You could temporarily disable both.

I've tried absolutely everything: changing DNS, sharing the network from my phone, running the drive as administrator, and setting Windows 8 compatibility. and of course I turned off the firewall. I even tried transferring files from my previous SSD, but the license only allowed two copies, so it should have worked. But I can't do anything else. I need a full offline installer.
