Output out of sync with audio, but plays fine in the editor

This is the sixth time I've tried to post this ("This page is not working - HTTP error 500"). Originally in the already existing topic on this subject. So hopefully this will work...

Anyway, this out of sync problem still persists even in MEP Premiere 2017: Plays just fine in the editor, but is out of sync on export. I'd love to match the video and audio bitrates of the original file and the output, but the audio bitrate is not attainable by right-clicking and selecting "object properties". Only the video bitrate is given. Maybe it's because the original file is an MXV file?

Anyway, so I'm currently doing tests with several different formats (I even purchased the H.265 "HEVC" codec). So far, ALL of them are out of sync on export. Hilariously, this even includes the MXV format! DERP!

If this doesn't work I'll have to go in there and adjust the offsets or ungroup the audio from the video and move the audio forward or backward until they're in sync. A BIG PAIN IN THE NECK!

What are my other options, if any?

p.s. I have never had this problem with my "other" video editor, no matter what I throw at it. It just figures out how to keep the audio and video in sync...

Is this a screen recording made using MEP?

If not what was the original file format that the MXV file was created from and did you use MEP to convert the original to MXV?

Not a screen recording, and I captured the video (if I remember correctly...It's been many years) from within MEP v15 with a capture device. The thing to remember is that inside the program it plays perfectly fine. There are also NO effects of any kind on the video. The original MXV file is 2 hours long, and there are no issues at all playing it within the program, but even if I cut it down to 20 minutes (still playing fine inside the program), the final output will be out of sync....even if the format is MXV!

I should point out that I have been successful with some other MXV files, but I did nothing special to "keep" them in sync. Just import and then export. I can't imagine why this particular file is giving issues. I could sort of understand if the file played out of sync inside the program: Maybe it had a problem when it was captured, etc. But when it plays just fine but refuses to render in-sync, then something is up.

As I think I mentioned, my "other" video editor never has this problem, no matter what I throw at it. Somehow it figures out what to do to keep it all in-sync.
