Where does MS show that that folder has actually been created? How did or would it get created? Why?

Do you mean the Onedrive folder does not appear in the left pane of File Explorer or the File Manager within Movie Studio?

In either case check the Windows File Explorer is set to Show hidden files (items).

Is OneDrive your default save location?

@ed-burke When creating a new project, this window pops up, if you don't tick 'Copy media to project folder' nothing will get created, not that folder you're looking for

If i add something to the timeline & Save, the project gets saved to wherever i choose

But when creating a new project I click 'Copy media to project folder' the Project folder option stops being grey & you can choose a location

Now the project folder gets created
