Recording won't initiate unless computer is restarted each session

I have used Sound Forge for years and just produced copy a month ago. (running Sound Forge Pro 12 purchased 9/2018-- Windows 10 OS-- Podcaster Mic) Now when I open my program and pull up a new file to record, it tells me--ERROR, it won't initialize. Crazy. If I close the program, restart the computer, then open the program and create a new file it will record, but only 1x. If I pull up a 2nd file to record it gives me the same error message. What's up with this. It did this the last time I didn't upgrade to the newest version. With everything this year, I don't want to spend the $200 to upgrade as I'm barely making it as it is... please give me some ideas on how to fix this. Thank You RC

Try resetting Sound Forge to the factory default setting and clearing the cache. Hold Ctrl+Shift and launch Sound Forge.
If that does not help, uninstall SF with a third-party uninstaller/cleaner like Revo Uninstall,cold boot the PC and reinstall SF.

The record UI was screwed up stating with SFP-11 and unfortunately remains

Record instructions for SFP-11 and later:
- Go to "Options> Preferences> Audio" and select the 'Record' tab
- Confirm or select audio record device type
- Go to "View> Record options" and make any parameter changes if so desired
- Leave the "Record options" window open and select "Arm" (shortcut: Ctrl+ Shift+ A)
- Viewing the record level meters in the 'Record options' window, make any necessary record level adjustments at the source or soundcard/interface
- Commence recording by selecting "Record" in the transport (shortcut: Ctrl+R) .
> the Stop and Pause transport functions the same as in playback mode. For instance, if recording is stopped, it will return to the last stop position, when recording is resumed, it will overwrite the data. Use Pause or set the 'Record Options> Mode to create new windows

btw, Prior to recording the sample rate and bit depth can be changed by selecting "File> New". Typically, 44.1kHz for music and other audio only material, 48kHz is the standard audio sample rate for video. I usually recommend saving and editing in a PCM <.wav> file format. An MP3, AAC or other lossy format can be encoded from the PCM master for end users distribution..
