MEP, like many other programs when first installed, writes a number of entries to the Registry. So, unless you install the program to a Flash Drive which will always be connected to the same computer when you wish to use MEP, it will not run.

However, if you are not referring to the program files but rather to video files you want to use in an MEP project where the program is fully installed on the host computer, then yes you can. External/Flash drives can store the video files but not the program files.
