I cannot duplicate the hardware meter behavior and do not recall other users with the same issue. Have you tried different meter settings i.e., meter type, range, preset, ect, (right-click the meter).
If changing the meter's settings do not resolve the issue, try resetting Sound Forge and clearing the cache: 'File> "Reset all preferences and clear cached data"

Hi

In addition to @rraud suggestions, ensure that Windows system sounds is turned off/disabled and any connected or internal microphone is not 'live' when not recording.
