What are you trying to record from, ie a DV camera, VHS player using a USB video capture device - which make/model/colour, or other device?
Which options are you selecting in the record dialog that opens when you click the record button?
Screenshots of the dialogs and options you are setting would help.

When posting a screenshot of a dialog box please include the whole dialog - as shown in the image below - this is from Movie Edit Pro 2022 which Movie Studio 2022 is (the 2 products are to be merged in to one).
In the Windows settings, Privacy, Camera and Microphone options and ensure the option Allow desktop apps to access the Camera (Microphone) are turned on
Assuming the webcam is selected in the recording dialog, the 'Could not connect to device' is the audio input.
If you are recording from the built in microphone of the webcam, or other microphone, ensure this is selected in the location shown in the image below - if you are not recording the audio set the indicated option to No recording
Note: if you get audio feedback turn off the Preview audio option in the above dialog.
I've looked at the specifications for your webcam (since I've seen a similar error message with my, much cheaper webcam) but the one thing I really wanted to see wasn't there! Namely, its audio sampling frequency!
I suspect it is something other than what MMS 2022 expects. I see one of your screenshots suggests you set MMS to 16kHz. Looking at my install of MEP (under File>Settings>Movie (shortcut E)) various settings are available but 16kHz is not one of them!
When you start a new project the audio sample rate can be set by typing it in or using the slider to the side to match the file sample rate. How well this works though with lower sample rates I wouldn't want to say. An export can be set to a different sample rate than the imported sample rate and if the sample rate is low it would be advisable to export to a higher sample rate anyway.
