I'm wondering if it's possible to insert a transparent image into a video that renders as transparent when you create the video?

As for exporting with a transparent part then the answer is unfortunately no,sorry, you would need to be able to export using a format that supports an alpha channel & as far as I know none of the MS formats do that, even the Export as png doesn't have a alpha channel.
