To have any chance at all of being able to offer any useful advice we need to know exactly which level of MEP (Basic, Plus or Premium) and which version. You can find this under Help>About in the program.
Also, what are the exact steps you follow to be able to always reproduce the error message, and what is the precise wording of that message?
First, you are running an out of date version; the current one is 16.0.4.102. Go to Help>Update online for the latest version.
Second, when I follow your steps detailed above I see immediately the UK map page of the travel wizard (I'm in the UK so this is to be expected, I think).
So, I suspect there has been an update to some part of the Travel Wizard/StreetMap interface, which your older version lacks.
