Quite why this is RTX 2060 specific according to the image is puzzling.
Reading through the PDF, unless I have missed something, the only ' adverse issues', apart from those listed as known issues, that are going to affect some users are :-
Quadro desktop GPUs based on the Kepler architecture - support for these is to be ended. It was announced back in October that Nvidia were discontinuing the Quadro brand GPUs.
The drivers for all Turing based GPU's will not install for Windows 10 1703 and earlier.
Other points of interest, that we may come across are:
Do Not Use Windows Rollback for Graphics Drivers -this method will not reliably restore all the previous driver files.
Uninstalling Drivers Using Device Manager is not supported this is by design from Microsoft. - use Add and Remove programs.
Like I said earlier John. There is to be a 'new' version of the 2060. They have changed some of the cards components including different memory chips,(DDR6 and larger capacity) to occupy the same placements on the card.
My guess is this is to help the third party developers before the card hits the market in about six weeks time.
From what reports I have seen so far this card will only benefit crypto mining performance wise and no-one understands why nvidia is releasing this at all when it will be more expensive than the 3060.
Indeed. I don't think you missed anything in the pdf either. I'm wondering if this is also the reason for the delay in the 3050Ti which should have been cheaper still and better performing. I'm not sure I like the games both nvidia and AMD are playing at this time.
