user locked, please contact support

I recently bought a couple of different bundles, the Boom soundpool bundle, and the American Christmas bundle. I was able to add the Boom bundle to my sound pool, but the American Christmas bundle won't download or do respond. I try to rebuy the individual soundpools but a message comes up saying "user locker, please contact support." How do I fix this. Can I refund the soundpool and try buying it again. It seems to be lost in limbo. How do I fix this?
