On track 1 the full movie as usual, on track 3 (top track) the PIP picture or PIP movie you must rescale the picture or the movie because track 3 cover the track 1 to rescale you can corner handle.

Track 3 is 'top' because MEP looks up from the bottom -- higher numbered tracks show in front of the ones (lower number) above.
The corner handles referred to will become visible if click on your picture to select it and then go to the 'Effects' tab and pick 'Movement effects' >> 'Size/position'. Click and drag in the center to move the picture where you want. In the same effects window you can set up key frame animations so that your picture can change size and/or its position as your video plays.

Hi Carl, Question how is one supposed to know the order of opperation such a you described above? until I found you post I was in the dark as to the fact "Track 3 is 'top' because MEP looks up from the bottom -- higher numbered tracks show in front of the ones (lower number) above."
I don't recall ever reading about track behavior; I simply tried different combination and observed the results. eg If clips are placed on tracks #1 and #2 only the #2 image is visible as is 'in front of' the higher (lower numbered) track.
You might have noticed that titles are automatically placed on lower (higher numbered) tracks so that they display in front of their corresponding video.
Note also that MEP is a non-destructive editor. Do as many cut as you like, rearrange the pieces and make deletions, the original file remains unchanged. Only when you do an export are your edits incorporated into a new video clip.
