Vegas Pro 19 : Will not load, send me a program witch works or a ref

How do I get a refund out of Magix for Vegas Pro 19. which will not load into my PC running windows 10. Over £ 200 is a lot of money for a prog, witch spent more time not responding and now refuses to load
