Did you upgrade VPX before or after upgrading Windows to version 2004?

If you upgrade VPX after upgrading Windows, it it likely that you experience same issue as other users (in other threads) here write. Then the problem may not be related to Windows 10, version 2004 at all.

If you upgrade Windows version after a successful VPX upgrade, your title statement should hold.

As lso, it might be interesting - on a general base - to know the Windows version on the users having problems with VPX upgrade. I have not seen it specified yet, and I suspect not all users keep their signaturen up to date.
