What do i set these settings if i am using a dual layer disk and my movie is over 4 hours long? Can i use a single layer disk for this video instead? If can use a single layer disk what do i set these for for a single layer disk?

In picture 6 you can see that the movie is going to take up 2182 Mb on a 8152 Mb disc - this is why I said it will fit onto a single layer disc.
However as you say the movie is over 4 hours long, I looked more closely at the other settings in particular picture 5 - you will see that the video bitrate is set at minimum (2000) and the video quality is set to 10 - this will give you a poorer quality image - and explains why it only takes up the 2182Mb on disc.
Increase the video bitrate to maximum and the quality to maximum - it should not be necessary to change any other settings from the defaults for DVD.
When you start the burn, if the video will not fit on the disc, then you should get the message telling you so and asking you to adjust the bitrate, one of the options in this message is to let MEP do this for you, I would choose this option.
You should then be able to fill the disc with the best quality movie possible consistent with squeezing it all on to a dual layer disc.
