In general when buying from a third party like Steam, any problems such as serial number, installation issues, update issues etc are the responsibility of that supplier. and not the software manufacturers.

The rule is 1 licence = install on 1 computer.

How many times can you re-install - IIRC it is 3 before you need to contact Magix to ask for the registration counter to be reset.
