Your interpretation of complete is not the same as what is actually written - the program is complete with respect to the codecs that are included with the software as stated in the specifications.
Those codecs which are licensed from 3rd party providers that have to be paid for separately are also clearly indicated in the specifications.
If you are wanting to add, for example, the MainConcept encoder, which is not a requirement for the program to work, then that is an additional cost.
In your other topic you have posted importing issue with MP4, and you are now saying you have to pay for a codec to do that and have come to the conclusion the program is incomplete, which incorrect.
I would assume as the HEVC codec is the only requiring an activation fee - see image below, that your video is HEVC encoded.w
If it is not HEVC encoded, respond in your other topic providing the information requested.
