  This seems to be a bug. A user in the German language section of this forum solved this issue by adding the paths to the VSTs manually in file VstScanSetup_x64.ini in the folder AppData\Roaming\MAGIX\mm29\ inside the Users-Folder.

  Thanks. Moving the appropriate VST to C:\Program Files (x86)\Vstplugins made them work. This matches one of the existing C:\Users\<NAME>\AppData\Roaming\MAGIX\mm29\VstScanSetup_x64.ini entries. Not sure why adding a VST path was not working.
