Sound Forge Audio Studio or Sound Forge Pro? Are you referring to Markers or Regions? Either way, in the 'Save' or 'Save as' the window, is the 'Save metadata with file' field check marked?

@Mark-Woodson Mark, you have indeed been conned but to answer your question, click anywhere just above the timeline (in amoungst the timecode) and the playback marker will jump to that position. You do not need to drag it.
