  I am sure there are some free (or otherwise) VST (2 or 3) plug-ins available. They may be called, 'Exciter' or 'Character' though. I am not familiar with the SF-12 "Bring Forward" effect. Sound Forge 12 Audio Studio was a unique one-time build.
